First Political Theory
By What Right?
Power can produce obedience. What could make obedience owed?
The encounter
You must.
A demand reaches a human being. An office may enforce it, a system record it, and a penalty make refusal costly. The person can calculate what compliance requires and what resistance will bring. Another question remains: why is the conduct owed?
A threat can give a decisive reason to comply without establishing a right to threaten. The person who submits has settled what to do under the circumstances. Their submission does not, by itself, settle the claimant’s entitlement.
A reason enters
The danger may be real
An expert identifies a dangerous building. The finding can be true, the warning useful, and reliance on the expert reasonable. A requirement is then issued to an occupant and enforced as something owed.
What connects the finding to that requirement, and what entitles this claimant to impose it? Repeating the finding establishes no missing jurisdiction. The occupant can accept the danger while examining the authority claimed through it.
The same distinction follows a vote, a statute, a tradition, or a sacred claim. Their force has to be established through the grounds proper to them. An accurate record of what was decided cannot answer every question about the right to decide it.
The work of address
A reply received is not yet a reply considered
The institution promises a determination in which relevant evidence can affect the judgment. The human being submits an answer. It reaches the file and is barred from the decision. Asked what happened to the answer, the institution produces confirmation of receipt.
The record may be exact. It establishes delivery. The consideration required by the claimed determination still has not occurred. Volume 0 follows this difference between a representation of success and the work it represents.
The Constitutive Measure judges the bounded act. Constitutive Qualification names its structural success; Counterfeit Address names its persistence while an active governing requirement fails. The classification does not give the claimant a title to rule.
The question exposed
Suppose the work succeeds
The human being is heard, understood, and answered. Every constitutive requirement governing this act is fulfilled. There is no missing performance left to expose.
The further question now stands plainly: what establishes the right through which obedience is owed? A chain of authorizations cannot generate that right by passing it along. Pure transmission presupposes the title it transmits.
Volume 0 establishes the structural foundation. Final Title remains the next question.
Why is obedience owed?
